R-N server help

Heya,
Theres never any Admins on when I am on (I have nothing to do so I play from 12:00pm to 6ish because I am homeschooled) and Respected can't kick or do anything, can you give some commands to the Respected class? As I am speaking, there is sheer chaos going on in the server. I can give you names of the people...
1) Димитар на Велик� (http://steamcommunity.com/id/Starr3600/) < He is killing
2) GuidetoGalaxy < Is encouraging him
The only command I can use is '!hp' I just gave everyone a shitload of hp and hoped for the best.
